The Fountain Group is currently seeking a CAPEX Project Procurement Lead for a prominent client of ours.  This position is located in Lexington, MA. Details for the position are as follows:
 CAPEX Project Procurement Lead (Contractor)
Pay: $86.67–$93.33/hr
Duration: 1 year

Role Summary:
We are seeking an experienced CAPEX Project Procurement Lead (Contractor) to provide end-to-end procurement support for high-value capital expenditure projects. This role will ensure compliance with corporate procurement policies while maximizing value. The ideal candidate will strategically manage the procurement lifecycle, from planning and sourcing strategy development to negotiation, execution, and project close-out.

Key Responsibilities:
1. Strategic Planning and Alignment
  • Act as the dedicated Procurement Lead, collaborating with Project Managers, Engineering, and Procurement teams to align on project scope, goals, and timelines.
  • Ensure compliance with procurement, contracting, and capital expenditure policies.
  • Develop sourcing strategies in line with global category plans and KPIs (e.g., savings, competitive sourcing).
  • Master procurement systems and documentation tools for efficient project execution.
2. Sourcing and Execution Management
  • Lead complex sourcing events (RFPs) for critical equipment and services.
  • Manage sourcing events for purchases exceeding thresholds in enterprise e-sourcing platforms.
  • Conduct supplier qualification, risk assessments, and manage confidentiality agreements.
  • Prepare and secure approvals for single-source justification forms.
3. Purchasing and Negotiation
  • Prepare bidding documentation, evaluation matrices, and instructions to bidders.
  • Lead technical, commercial, and legal bid evaluations, documenting scores and recommendations.
  • Develop and execute negotiation strategies with suppliers, achieving final contract recommendations.
  • Manage contracting process from approval to purchase order issuance.
4. Project & Contract Close-Out
  • Track and report realized savings to procurement leadership.
  • Manage final payments, performance reviews, and lessons learned documentation.
  • Ensure smooth handover of equipment, contracts, and guarantees to operations teams.
  • Provide regular written progress reports to Project Managers and sponsors.
Qualifications and Experience:
  • Proven experience leading CAPEX procurement for large-scale projects, ideally in biotech, pharma, or regulated industrial sectors.
  • Expertise in RFP, bid evaluation, negotiation, and contract management.
  • Proficiency with procurement and contracting systems (e.g., Ariba, Coupa).
  • Strong financial acumen and ability to track/report savings.
  • Excellent collaboration, communication, and stakeholder management skills.
  • Ability to rapidly learn and apply complex corporate procurement and contracting policies.
